This report by Joel Gehrke, over at The Washington Examiner, is worth quoting in full [tip of the fedora to @Mermaz]:

Attorney General Eric Holder wrote Sen. Rand Paul,R-Ky., to confirm that President Obama does not have the authority to kill an American on U.S. soil in a non-combat situation, Obama’s spokesman announced today.

White House Press Secretary Jay Carney quoted from the letter that Holder sent to Paul today. “Does the president have the authority to use a weaponized drone to kill an American not engaged in combat on an American soil?” Holder wrote, per Carney. “The answer is no.”

Carney added that, “if the United States were under attack, there were an imminent threat,” the president has the authority to protect the country from that assault.

Sen. Lindsey Graham, R-S.C., criticized Paul for posing the question. “I find the question offensive,” he said on the Senate floor this morning.

What say you Little Johnny and Miss Lindsey?

UPDATE at 1841…

-The text of the letter Holder sent to Senator Paul [courtesy of Daniel Halper, via Memeorandum]:

Dear Senator Paul:

It has come to my attention that you have now asked an additional question: “Does the President have the authority to use a weaponized drone to kill an American not engaged in combat on American soil?” The answer to that question is no.

Sincerely,

Eric Holder

-The Senator’s response [via Daniel Strauss at The Hill]:

“Hooray, for 13 hours yesterday we asked them that question. And so there is  a result and a victory,” Paul said after the letter was read to him during the  Fox interview. “Under duress and under public humiliation the White House will  respond and do the right thing.”

The answer just took a filibuster that lasted almost half a day, Paul added.

“So now, after 13 hours of filibuster, we’re proud to announce that the  president is not going to kill unarmed Americans on American soil,” Paul  continued. “My next question is why did it take so long, why is it so hard and  why would a president so jealously guard power that they were afraid to say  this, but I am glad and I think that the answer does answer my question.”
